Inputs and Outputs of a PGAT Assessment

A PGAT assessment operates by processing defined input materials drawn from the planning application record and producing structured outputs intended to support procedural and governance review. Understanding what information is used, and what is produced, is central to appropriate interpretation and use.


Input materials

PGAT accepts input materials that form part of the documented planning application record. These typically include application documents, committee reports, supporting technical material, representations, and decision-related records as made available at the point of assessment.

Inputs are treated as documentary sources only. PGAT does not supplement, amend, or infer material beyond what is provided, nor does it assume completeness of the record.


Processing and normalisation

Input materials are processed to enable structured review. This includes document normalisation, extraction of referenced material, and alignment of content into a consistent internal representation suitable for procedural analysis.

Where material cannot be reliably processed or is insufficiently accessible, this is recorded within the assessment rather than resolved or corrected.


Outputs generated

PGAT produces structured outputs that summarise procedural context, evidence references, and sequencing within the documented record. Outputs are generated in formats intended to support review, inspection, and downstream professional use.

Outputs may include structured data representations and narrative summaries derived from that structure. These outputs describe what is present in the record and how it is organised; they do not express opinions or conclusions.


Interpretation of outputs

PGAT outputs are designed to be read as analytical aids. They are not determinations and should not be treated as findings in themselves. Professional users remain responsible for interpretation, weighting, and reliance.


Relationship to professional review

By clearly separating inputs from outputs, PGAT enables professionals to understand the basis on which information has been processed and presented. This transparency supports informed review while preserving professional judgment and responsibility.
